WOULD THIS BE ACCEPTABLE AS A VAT INVOICE?

I requested from my Parish Council under the Freedom of Information Act, a copy of the VAT invoice for fishing pegs which they have bought and had installed by a company.
The invoice I received showed only the total amount plus VAT.
I queried with the Clerk whether this was a VAT invoice as it was not itemised, which Customs & Excise state a VAT invoice is required to do.
She insists that it is an acceptable VAT invoice, as does the Monitoring Officer of the Metropolitan Borough Council.
I think they are wrong!
