I saw this situation more and more now, the clients claim VAT on all the Amazon and eBay purchase, is that correct I doubt?

I know HMRC don't require receipts for expenses under £25 and most Amzon and eBay purchases are. but I also know there are UK dealers as well as those out of EU. we can not claim VAT under all the circumstances, but we can not tell whom they are. 

Is there any rules for this please?

Some shops including online marketplace do not issue invoices with VAT lines shown and these are not accepted by HRMC for claiming input VAT. However, you can request a VAT invoice from a seller and most respond within days. So you can the use the VAT invoices as your support for your VAT returns.
